From a hundred overheard rumors she has worked out that the Coyle–Verran match will end with the high pans and the warehouses in one fist — and that when that fight is finished, the one asset no Salt Lord is watching is the drowned ground itself: the pre-Subsidence deeds to the Sunken Quarter, going for nothing because everyone assumes the sea kept it for good. She means to own the lower town outright and cheap, before anyone remembers why land — even drowned land — is worth holding. She trades rumor for coin and is quietly buying Saltmere's grave.",
